Kelly is a chartered professional engineer with 19 years’ experience in both municipal and resource engineering sectors.

Kelly has been responsible for numerous large multidisciplinary developments including Calderwood Valley (Lendlease) Shell Cove (Frasers), Forest Reach, North McPhail’s, McCauley's Beach (Stockland), Oran Park (Greenfields), Sanctuary Ponds, Vista Park (Sheargold) , Mount Kembla Memorial Park (BHP), and Sea Crest (Peet.

Kelly has also been responsible for the design and delivery of the Lansdowne Bridge replacement, Mt Ousley Heavy Vehicle Rest Area, Cordeaux Road widening and shareway reconstruction, Shellharbour Road/Harbour Boulevard intersection and Harbour Boulevard and the Illawarra Highway/Yellow Rock Road roundabout.

Additionally, Kelly has designed several hundred kilometres of resource roads, designed numerous resource bridges, inspected hundreds of bridges and major culverts, and has provided construction monitoring/on-site engineering services for various infrastructure projects in Australia and Canada.
